City staff presented the results of an IT managed‑services RFP that drew seven proposals and an evaluation committee; staff recommended awarding the contract to the Fulcrum Group pending contract negotiation and legal review.
Assistant City Manager Lindsay McNab Fox told the board the RFP sought day‑to‑day IT support including network monitoring, cybersecurity, help‑desk support, backups and police‑department compliance. "After reviewing all submissions, two vendors rose to the top: Centrio Solutions, which is our current provider, and the Fulcrum Group," she said, and staff recommended Fulcrum based on municipal experience and pricing adjustments.
David Johnson, an owner of Fulcrum Group, described the firm's approach to cybersecurity and support: endpoint detection and response, inventory and documentation, quarterly IT reviews and a service desk that aims for fast response times. He said his team's average service‑desk response time is about three minutes and that remote after‑hours support is included; he also acknowledged that initial modernization work could require phased equipment upgrades.
Several commissioners said they were uncomfortable accepting a three‑year contract award without more detail about the proposed technical protections and stack. One commissioner said, "I don't feel comfortable personally at this point, nor I," and other members echoed concerns about committing to a multi‑year agreement for a six‑figure contract without additional technical vetting.
A motion to award the IT managed‑services contract to the Fulcrum Group was moved and seconded, but it failed when members withheld support. The board's current contract with the incumbent expires Jan. 23, 2026, leaving roughly two months for staff to either address commissioners' concerns, gather further technical information, or extend the current provider if necessary.
What happens next: staff will return to the board with additional information or negotiation options before the incumbent contract expiration; no contract was awarded at this meeting.
