Board approves resolutions, labor proposals and policy updates in unanimous vote

At its March 31 meeting, the El Monte City School District board recorded a series of unanimous actions on routine resolutions, labor matters and policy approvals.
Adopted resolutions included: Resolution 242530 declaring May 6, 2025 as Day of the Teacher; Resolution 242531 declaring May 18–24, 2025 as Classified School Employee Week; a resolution recognizing Asian Pacific American Heritage Month; and a resolution recognizing National Mental Health Awareness Month. Each resolution was moved and seconded and the board recorded the votes as "Motion carries. 5-0." The transcript records motions and seconders for each item.
On labor and negotiations: under Government Code section 3547 the board heard and adopted initial proposals from CSEA Chapter 10 and CSEA Chapter 356 to reopen 2024–25 negotiations; both adoptions recorded 5–0. The board also approved tentative agreements with EMA (the teachers association) for 2025–26 that include updated safety and special education language, provisions for planning time for special education staff, and an instructional calendar; that action passed 5–0.
Other actions: the consent agenda and a package of 20 board policy updates were approved without items pulled (5–0). The Norwood Greening Project agreement with Trust for Public Land was likewise approved 5–0 (see separate coverage).
Why it matters: The votes finalize routine recognition items and move forward labor negotiations and policy updates that affect staffing and the 2025–26 instructional calendar.
What’s next: Staff will implement the tentative agreements (and share calendar details), carry out policy changes, and continue negotiations in accordance with adopted proposals.
