Board approves Trust for Public Land agreement to green six-acre Norwood site

The El Monte City School District board approved a donation/agreement with the Trust for Public Land to advance the Norwood Greening Project, a plan to revitalize a six‑acre District property into community green space.
Under the agreement presented at the March 31 meeting, Trust for Public Land will act as grantee to pursue Measure W funds from Los Angeles County and lead initial grant-related work and design. The presenter explained that, although the Trust would be the grantee and manage the grant funds, the district owns the property and will have input on design and final control. "Through this donation agreement it allows them to improve the site and at the conclusion of the project the donation of the improvement reverts back to the Monte City School District," the presenter said.
Board members asked for examples of local Trust for Public Land projects and clarification about how the partnership differs from typical capital projects. Staff said the Trust has worked on green schoolyard projects across the state and that this agreement differs because the Trust is the initial grantee while the district will own the completed improvements.
Why it matters: The agreement moves a long-discussed community green space project into a grant-funded implementation phase and sets expectations for design collaboration and ownership transfer back to the district.
