Commission approves carport overlay for block on Eagle Lane amid neighbor concern

The Burkburnett Board of Commissioners voted unanimously to approve a carport overlay district covering properties numbered 1106 through 1115 Eagle Lane.

Staff presented Case 2026-01 and told commissioners that required property notices and mailings were completed, ownership was verified and the applicant, Christopher Stewart, had obtained the requisite signatures. The staff recommendation was to approve the overlay to establish standards for construction, placement and appearance of residential carports in the designated block.

Neighbors asked whether the approval extended to the whole neighborhood or was limited to the single block. Staff clarified the overlay request was for that specific block and requires 75% of block residents' signatures to take effect. Several commissioners expressed concern that an overlay effectively permits any property on the block to construct a carport meeting the standard without repeating the neighborhood-signature step. One commissioner said he preferred case-by-case review and worried an overlay could result in carports on every house in the block.

Supporters noted the applicant had completed the neighborhood outreach and verified signatures and that any future work still must meet zoning standards and obtain permits. After discussion the board approved a motion to adopt the overlay district for the specified Eagle Lane block; the motion carried unanimously.

The approval establishes the overlay standards for the block and allows property owners in that block to apply for permits under those standards rather than repeating the signature step for each new carport permit.
