Parker council grants Parker Water a small easement through disc‑golf park for pipeline redundancy

Parker Town Council on April 20 approved an ordinance granting Parker Water and Sanitation District a small easement across a portion of the town’s disc‑golf park to install a 12‑inch water line that will increase connectivity and redundancy for nearby apartment service, staff said.

Town staff presented ordinance 1.672, describing a proposed 30‑ft‑wide easement (approximately 0.01 acre) that largely follows an existing Parker Water easement through the Enclave disc‑golf area. The added easement covers a short segment needed to tie a new line through the park and connect to existing mains; Parks, Recreation and Open Space staff reviewed and approved the alignment. Parker Water’s legal counsel used the district’s standard easement agreement, and staff said the easement will be granted with no direct payment under the partners’ long‑standing right‑of‑way cooperation.

Alex Franco of Parker Water said the pipeline is “essential for our operations” and will reduce the risk that a single break would cut service to a large number of customers. Franco told council that construction should take about two to three weeks, that crews will use an existing maintenance access road and that the district plans a live tap to avoid water shutoffs for adjacent apartment residents; limited parking impacts are expected and restoration will be handled through the town grading permit process.

After no public comment, council voted unanimously to adopt ordinance 1.672 on second reading; roll call recorded unanimous yes votes by Hendrix, Barrington, Wilkes, Dyak, Franzen and Hefta.

Town staff said they will coordinate construction windows and public‑facing notices with Parks and Rec to minimize disruption.
