The Albert Lea City Council on Nov. 10 approved a development agreement and lease for 610 Fourth Street under the city's infill housing incentives program. Staff said the proposal from Kingdom Homes LLC (proposal received April 2025) would build a single-family, three-bedroom home on a slab foundation targeted at workforce-affordable buyers and intended to activate a previously vacant or blighted lot.
City manager explained the rationale: offering land and targeted incentives for infill development increases tax base, puts idle lots back into productive use, and leverages existing infrastructure. Councilors emphasized the goals of filling vacant lots, supporting employers who need housing for workers, and maximizing long-term tax and utility revenue for the city.
Councilor Baker moved approval and Councilor Van Beek seconded; the motion passed with at least two abstentions noted by councilors who said they had financial or advisory relationships with the proposer. The city manager said tax abatement was not part of the current agreements under discussion and that most incentive terms are targeted to support resale at affordable prices rather than builder profit.
Staff recommended the city continue to monitor outcomes and bring future related housing items back to the council for additional consideration.
