Albert Lea council adopts final assessments for three 2025 street projects

Staff described Job 251 (neighborhood improvement overlay, curb-and-gutter and spot patuminous overlay on specified streets), Job 252 (state-aid overlay on Garfield Avenue and related work) and Job 253 (complete reconstruction of 11th Street from Margareta Avenue east). For each project staff recommended assessments with a 5.73% interest rate; Job 251 and 252 included multiple streets and Job 253 carries a 15-year assessment term.
The city manager and city attorney explained the objection process: interested parties must submit a written notice to preserve a challenge and, for certain parcels held for future assessment, the assessments are payable upon annexation or will be removed if annexation does not occur by Nov. 10, 2040. One resident questioned whether a particular segment (Marshall/Prospect area) was included; staff directed the resident to the objection form and to consult the city attorney to preserve rights.
Councilors moved and passed separate resolutions adopting final assessments for Job 251 (motion by Councilor Howland), Job 252 (motion by Councilor Anderson), and Job 253 (motion by Councilor Anderson); all passed by voice vote.
