Commission approves rezoning of 7321 North Loop Drive to C2 over neighborhood concerns

The City Plan Commission approved a rezoning request for a 13-plus-acre parcel at North Loop Drive and Hawkins from ranch-and-farm to C2 commercial, a change staff said would allow office and warehouse uses.
Staff described the site as vacant and located along major arterials and said the Northwest planning area's future land-use map designates the location as G-4 suburban walkable. Staff recommended approval with conditions including a 10-foot landscape buffer where abutting ranch-and-farm zoning, requirement of a detailed site development plan with traffic-engineer review, and a 500-foot separation limit applicable to businesses that derive most revenue from alcohol sales or that emit amplified sound.
Elva Villagran, coordinator for the Stelles Garden Neighborhood Association, spoke in public comment to express neighborhood concerns. Villagran said residents oppose rezoning from ranch-and-farm to C2 unless the development provides walkable daily services (laundromat, bakery, restaurant) and asked that semi-trucks and oil-change garages be restricted because of noise and environmental concerns.
Staff and the applicant (Enrique Ayala, CA Consulting) said they concurred with staff recommendations. Commissioners moved, seconded and approved the rezoning on a voice vote; staff emphasized that C2 zoning allows certain uses but that approvals of specific businesses or site designs will be considered later through site-plan and permitting processes.
