The Policy Review Committee voted on March 19 to advance BBBA R4, a proposed board regulation that would increase board oversight of board-office spending by requiring the board to approve any reallocation between board-office budget line items that exceeds $10,000.
General counsel Nina Gotham told members the regulation is intended to increase transparency and fiscal discipline in the board office; existing district purchasing rules already require board approval for individual contracts exceeding specified thresholds (counsel cited $100,000 for contracts and $50,000 for some consultant contracts). Executive director Mr. Wilburn told the committee most board-office expenditures are budgeted precisely and that the new rule would mostly affect unanticipated, one-off transfers.
After clarifying operational concerns and whether state rules limit local board spending, Board member Tony Mitchell moved and Dr. Casey Brock seconded a motion to move BBBA R4 to first read; the committee voted in favor.
What happens next: moving to first read begins formal consideration; staff and counsel will refine language as needed before a future vote to adopt, and the committee requested additional review time to ensure the rule does not unduly delay routine operations.
