Sacramento staff unveil proposal-tracking log and memo closeout; council members press for closure dates

Amy Williams, chief of staff to the city manager, presented the council follow-up log and a new memo closeout process to the Law and Legislation Committee on April 30, describing steps staff will take to track proposals from committee assignment through formal closeout.
"This supports both transparency and accountability," Williams said, outlining that each proposal's status (submitted, assigned, under review, concluded or advanced) and related documents will live on a Teams channel and OneDrive accessible to staff. She said staff has closed six items since March and that the log currently lists 18 items under follow-up.
Williams reviewed several items and their current status: a Councilmember Kaplan request to amend the shopping-cart code (language cleanup in progress and city attorney review planned); a Kaplan proposal on landscaping requirements being explored as an administrative policy; a Kaplan firearms and weapons ordinance being scheduled with Police Department input; a proposed city loan program for deed-restricted housing (treasurer's office and Office of Innovation & Economic Development to include language in an upcoming council report); and a draft moratorium modification on RV/front-yard code enforcement being reviewed by the city attorney.
She also summarized other items on the log: a digital signage ordinance (paused pending a master billboard lease market study), a homeowner encroachment pilot for Ninos Parkway (staff aiming to bring a pilot to consent and run it in spring/summer), an ordinance establishing limits on homeless shelter beds (awaiting a council date), and a proposed declaration of emergency on traffic deaths (staff met with sponsors and are moving the item forward).
Council members repeatedly requested clearer anticipated closure dates. "Is there an opportunity to put a finish line on the charts that you have here?" Councilmember Jennings asked; Williams agreed and said a closure column could be added to the log. The assistant city attorney clarified the formal flowchart in council rules: proposals come to committee for direction, staff develops the work product, and the committee then recommends whether to send an ordinance to full council for an up-or-down vote.
Members suggested quarterly emailed summaries of the Teams log and greater outreach to individual council offices so sponsors can track progress. Williams offered to meet with council staff to ensure access to the Teams channel and to continue quarterly updates.
The committee received the update; there were no public comments and the meeting adjourned at 12:05 PM.
