At the Sept. 9 work session, Dr. Huff gave a staffing update highlighting several operational improvements: almost all classrooms are covered by VDOE‑certified teachers or substitutes, the licensed‑teacher coverage rate is about 97.4%, and teacher attrition has fallen from roughly 12.5% to about 8% annually since FY22.
Dr. Huff reported large improvements in bus‑driver coverage (vacancy down from 9.9% to 0.1%), steady declines in food‑service vacancies, and substitute‑fill rates at or above 90% each week. He credited district recruiting strategies — instructional‑assistant job fairs, partnerships with credential programs (I‑Teach), participation in college career fairs, and the Participate Learning exchange for international teachers — with producing hires and a healthy pipeline.
The district also described targeted outreach events (66 recruiting events last year), regionalized substitute recruiting pilots that improved fill rates at 17 of 19 targeted schools, and planned instructional‑assistant fairs to fill 70 budgeted positions. Dr. Huff said 278 day‑to‑day substitutes were hired into full‑time or part‑time positions last year, and 170 so far this year.
Board members asked for a current vacancy list by school; Dr. Huff agreed to provide a school‑level vacancy snapshot by email. The district emphasized remaining challenges in critical roles (instructional assistants, some special‑education positions) even as overall trends improved.
What happens next: district recruiting events continue, a public instructional‑assistant fair was scheduled, and staff will provide updated vacancy details to board members.
