Staff said the 2025-26 adopted budget included a capital project to replace seven expiring AEDs with a project budget listed in the agenda materials. A representative of the EMS told the board that the ambulance corps manages the village's AED program, performs software updates, checks pad expiration dates, maintains a tracking spreadsheet and handles training. When units reach expiration they must be replaced and ongoing management is provided by the EMS as part of their contract.
The resolution declared the seven expiring AEDs surplus and authorized payment from the capital account to reimburse the EMS for the units they procured after seeking quotes, including public procurement options. The agenda packet recorded the purchase and the capital-account balance adjustments; staff said the purchase came in below the project budget and the remaining balance would be returned to the general fund.
Trustees voted unanimously to approve the reimbursement. Board members praised the work of EMS and the decision to place AEDs in parks and public spaces, noting that exterior placement and training have improved access and response. The board also discussed procurement strategies for future purchases to secure better pricing across municipalities.
