They estimated tenant buildout costs of $200,000–$250,000 (hood, two walk‑in coolers, grease trap and finishes) and proposed a $400,000 purchase price along with a request for gap/tax‑increment assistance and expedited permitting.
The owners said the concept has proven in other locations and would increase foot traffic, create jobs and activate the parkland edge while preserving Community Square as parkland. Staff noted a certified survey map already approved would allow splitting the parcel so the building parcel could be sold while community square remains parkland; any sale would require zoning adjustment (from planned development back to a suitable mixed commercial zoning) and a development agreement.
Trustees asked about hours, parking and alcohol service; staff noted a development agreement and site plan review would follow. With no other public business to conclude on the sale, the board voted to recess into closed session under Wisconsin statutes to deliberate negotiation strategy for the potential property sale.
Next steps: closed‑session deliberations were planned for negotiation strategy and any preferred terms; staff said a development agreement, CSM processing and permitting steps would follow if the board directs sale negotiations to proceed.
