Staff recommended awarding the program-management work to ICS to begin engineering, permitting and bid preparation so the county can meet grant timelines.
The board approved the low quote by voice vote. Staff outlined a timeline: engineering and permitting through June, bidding in July, and construction targeting August through December with a goal to meet a June 30, 2027 grant deadline for eligible work.
