The Greenville City Council approved a package of routine but consequential items at its April 9 meeting: three annexations, a right‑of‑way closure, multiple grant recognitions, and a budget ordinance amendment.
Annexations: The council approved three annexations by voice votes: Park Ridge Trace (6.7719 acres, anticipated to yield 72 multifamily units; motion by Council Member Robinson, second by Council Member Willis), the Douglas Lewis Gnome parcel (1.048 acres at East 10th Street and LT Hardy Road for 2,000 sq ft of professional office), and a 0.6458‑acre parcel on East Fire Tower Road anticipated to support a fast‑food restaurant. Each annexation passed with no recorded opposition.
Right‑of‑way closure: Council approved closing a portion of Hickory Street north of East Third Street after staff and Greenville Utilities Commission review; the closed right‑of‑way will be dedicated to United Methodist Retirement Homes (Cypress Glenn).
Budget and grants: Council adopted Budget Ordinance Amendment No. 9, which added appropriations for the November 2025 municipal elections ($40,000), recreation donations ($10,000), and opioid settlement distributions (roughly $114,000) to be passed through to Pitt County Public Health. The council also recognized state grant revenue to support the Emergency USAR team (about $94,000).
Other approvals: The council approved an audit engagement with Cherry Becker LLP for FY25–26 ($130,000 estimated) and accepted a $27,760 Edward Byrne JAG award application for the Greenville Police Department to buy less‑lethal equipment.
Special meeting added: Council added a special‑called meeting for April 20, 2026 to consider a requested amendment to the Pitt‑Greenville Airport Authority statute; airport board members will present the request at that session.
All listed motions passed on voice votes recorded in the minutes; where recorded the votes were unanimous (6–0).
