Clinton County drainage board approves Pleasant Meadow subdivision drainage plan

The Clinton County Drainage Board on April 21 approved the drainage plan for the Pleasant Meadow three-lot subdivision near the county line, accepting the surveyor’s recommendation that the installed smooth-core dual-wall pipe meets board standards.
The approval followed the surveyor’s report that the installation was done properly and a review of a topo map showing an existing legal drain that the surveyor said is controlled by another county. “They did a very nice job installing that,” the surveyor said, recommending acceptance of the drainage system.
The board noted the legal drain up to the edge of the subdivision is outside the board’s control and emphasized the subdivision’s drainage system will be required to meet the county ordinance. The surveyor said the board’s recent policy is to take over smaller subdivision drainage systems to allow the board to intervene in neighbor disputes over maintenance.
A board member moved to accept the surveyor’s recommendation; another seconded the motion and the board recorded the motion as carried 2-0.
Next steps: the board will retain oversight authority for the subdivision’s drainage system and will review any formal engineer-signed drawings and drainage reports that the developer later submits.
