The Tulare City Council approved a general‑plan amendment and zoning change to permit the Sherwood South tentative subdivision, a 59.3‑acre development proposing about 209 single‑family lots and 19 multi‑family parcels (planned as two duplexes per multifamily lot, totaling 76 units). The project would create two new access points from Enterprise Street and Barsley Avenue and include a 2.76‑acre park and a stormwater basin.
Planning staff said the project’s proposal includes required street, curb, gutter, sidewalk, block walls and landscaping improvements as well as connections to city water and sewer. An initial study concluded a Mitigated Negative Declaration would be appropriate with mitigation measures bundled in a monitoring and reporting program recommended as conditions of approval. The planning commission recommended approval 3–0.
Applicant Tracy Myers represented the developer and told council the multifamily parcels are expected to be market‑rate at this time; no affordable set‑asides were promised in the project application.
Council discussion covered potential amenities for the park (play equipment, exercise stations) and traffic/traffic‑calming measures. Staff said engineering conditions require traffic‑calming measures where any street exceeds 1,000 linear feet of uninterrupted roadway; such details would be shown on improvement plans as the project advances.
Council approved the amendments by unanimous vote and the entitlement now proceeds to final map and improvement‑plan submittals and building permits, at which point staff and engineers will review project‑level solutions to traffic and amenity questions raised in council.
