The speaker, identifying themselves as the director of transportation for Thrive West Central, said the designation is not exclusive, that Thrive is an eligible 5311 recipient and that the commissioners would be expected to provide a portion of the required local match (the staff presentation noted there is no lower limit specified for that local share in the request).
