Committee recommends HR Green study for Cass 48/Kora Street drainage; county, neighbor responses limit immediate fixes

Brainerd City committee members voted to recommend that the city council award a study to HR Green to evaluate options for stormwater that drains into a platted drainage easement near Cass 48 and Kora Street.
City engineer Jesse Dean summarized responses from neighboring jurisdictions: Crowing County would not participate in costs, Ryker would not grant a drainage easement on its property, and Baxter told staff it would require an engineered stormwater outlet and an agreement. Dean said the existing flow originates in southwest Brainerd, roughly between Southwest 6th and parts of Cass 48 toward Laurel Street, and that stormwater runs from curb-and-gutter into storm sewers and then the drainage easement where it currently infiltrates.
Councilmembers asked whether excavation or localized construction could solve the issue. Dean said excavation is possible but would require survey and engineering to determine extent, benching and slopes and potential encroachment on adjacent private properties. Several members argued a consultant study is necessary to identify effective, permitted options and to understand impacts to neighbors. A councilmember moved to recommend awarding the study to staff’s recommended firm HR Green; the motion was seconded and carried on a voice vote.
The action advances a consultant study rather than immediate construction; staff noted the county easement status and neighboring property constraints will shape design options.
