Board authorizes license agreement for donor‑funded covered area at Field Five

Simsbury Little League presented a donor-funded proposal to construct a covered gathering/concession structure adjacent to Field Five to support tournament play and visitor needs.
Tom Terski, director of Culture, Parks & Recreation, said the project will not cost the town and mirrors earlier license agreements used for other field structures. The donor will finance construction and initial maintenance; the town will be listed as the facility owner under the agreement but the license assigns maintenance and insurance obligations to the Little League. The town attorney will review final language.
The board requested and staff agreed to add standard protections: an express requirement for a certificate of insurance each year, a contractual right for the town to terminate the license with notice (the board suggested 30 days), and a requirement for the league to remove or repair the structure if it is abandoned. The license will also be subject to necessary building permits and inspections for ADA access and fire marshal approval.
Motion to authorize the Town Manager to execute the license agreement with the agreed clarifications passed on a voice vote. Staff said construction would be scheduled for late spring or early summer subject to permits.
