Chester staff recommend five-year ambulance contract with VMSC totaling about $2.8 million

Chief explained the city had operated on a 12-month agreement after the previous provider closed. The proposed contract would cover the remainder of the current fiscal year at $470,000, then move to $540,000 in year two, $570,000 in year three, $600,000 in year four and $620,000 in year five, for a five-year total of about $2.8 million. The presenter said operating and capital costs are separated in the agreement so that if the city secures a grant for a new ambulance, the capital portion is credited against the contract.
"Based on our experience with VMSC, we think they've done a great job for the first 12 months and we want to lock them in for 5 years," Chief said. Council asked about grant opportunities to offset costs; staff said existing grant activity (for example an LSA grant used for vehicles) could reduce capital payments if applicable.
Next steps: staff will present the formal contract for council consideration at the scheduled meeting; no vote was taken during the deliberative session.
