MPO staff add High Mesa corridor planning task to draft 2027–28 UPWP amid federal funding uncertainty

NPO staff presented the draft 2027–2028 Unified Planning Work Program and recommended adding a new work task to support planning for the High Mesa corridor.
Andrew Ray described the UPWP as a biennial document that lists transportation planning activities and budgets and said the draft must be adopted by the governing board by June. Ray said the biggest substantive change is the new High Mesa corridor planning task, citing increased regional interest and recent legislative attention in Santa Fe. He also said staff proposed amalgamating overlapping work tasks (board and committee meeting support with training) to reduce duplication.
Ray warned that the dollar amounts currently shown in the UPWP are federal FY2026 figures used as placeholders because the current federal transportation authorization expires Sept. 30 and Congress had not finalized FY2027–28 levels. “The one thing that I can feel absolutely confident of is that those numbers are wrong for federal fiscal 27 and 28,” Ray said. He said staff will amend the UPWP once federal funding levels are confirmed.
Committee members asked about local match splits; Ray confirmed the MPO must use decennial (2020) census allocations for the local match and cannot do a mid‑decade adjustment. The committee will consider the UPWP again as an action item at the May meeting so staff can meet federal adoption deadlines.
