BPAC recommends McDow resurfacing as top priority, forwards Angler extension and Kaid Cologne projects

The committee’s discussion emphasized two competing considerations: immediate safety and school access in Messia versus long‑term network connectivity from the Angler extension.
During debate, committee members said McDow’s resurfacing would address heavy local traffic and safety near schools. “I think I would probably go with Messia McDow number one, the city’s project number two, and MSIA’s second one number three,” Andrew Beno said, explaining his vote for prioritizing near‑term pedestrian and traffic relief.
City of Los Cusus staff had presented the Angler extension as a multi‑phase project seeking $3 million in TPF funding to plan, design and begin construction on phases one through three; staff said the project includes cost‑allocation work with nearby developers and coordination with BLM for a later phase. Supporters at the table said Angler would provide longer‑term capacity and connectivity as growth continues along the I‑25 corridor.
The motion to recommend the ranking was moved, seconded and adopted in a roll‑call vote recorded in the meeting transcript with a 6–4 result; the committee chair directed staff to forward the recommendation to the MPO governing board for final action at its next meeting.
Next steps: the governing board will receive the committee’s recommended ranking and will consider TPF allocations in accordance with MPO procedures and available funds.
