Council adopts mission and goals, accepts water project completion and extends pharmacy emergency declaration

The Needles City Council on June 11 approved a package of governance and administrative actions, including a resolution adopting a city vision, mission and goals for the coming year, acceptance of a water-service lateral contract change and an update to a local emergency declaration tied to pharmacy access.
City staff opened the meeting by reviewing the proposed budgets and describing how the senior center doubles as the city's cooling center during heat events. "The senior center not only houses our seniors but it also houses our cooling center," the City Manager said while explaining why certain programs and services are reflected in the budget request.
On governance, the council adopted Resolution No. 2024-26 to formalize the city's mission and 2025 goals and directed the city manager to prepare action plans and a midyear review in January 2025. The council recorded affirmative roll-call votes for the resolution.
Under the consent calendar, council accepted Acceptance Order No. 1 and the notice of completion for the Water Service lateral replacement project. Staff reported changes in contract accounting during the bidding process and said negotiating bid splits produced a $35,000 improvement for the community. "We increased project cost by $35,000 ... and we were able to save money for our residents," the City Manager said in describing the contracting outcome.
Council also extended or updated a local emergency declaration that had been adopted after the closure of a local pharmacy; staff said the update adds additional pharmacies and retail locations so residents on Medi-Cal retain access to prescriptions. The council approved the consent calendar (warrants through June 11, 2024 and minutes of May 28, 2024) by unanimous roll call.
Other items: council selected delegates and alternates for the ICSC Western event and scheduled a ribbon-cutting on June 21 at Bob Bell's Beach Park for a grant-funded project. Mayor Janet Jurnigan noted the city received a pro-housing designation from the League of Cities and encouraged community attendance at upcoming events.
What comes next: staff will finalize action plans for the newly adopted goals, complete post-construction steps for the water project, and coordinate pharmacies and public notices tied to the emergency declaration.
