Public commenter urges stricter requirements for low-barrier shelter after First Presbyterian code enforcement

During public comment at the Palatka workshop, Miss Reyes, who said she helps people experiencing homelessness but does not represent an organization, urged the commission to refine requirements for any low-barrier shelter model and suggested mobile options for the south side.
"The shelter is low barrier not low risk," Miss Reyes said, elaborating that the proposed Rise shelter would offer wraparound services—help obtaining identification, benefits and referrals to permanent housing—but would not be a permanent housing solution. She described existing drop-in activity at the Cooper building and suggested the city and county consider a mobile 'dignity' bus to serve areas that lack services.
Commissioners and staff discussed the earlier First Presbyterian attempt to host services. Staff explained the church did not have a fire-suppression system and that liability for nearby buildings and human safety drove the code-enforcement action; staff also said the church had been given one year before enforcement proceeded. Miss Reyes and other commenters urged stronger operational requirements to avoid the problems that arose at First Presbyterian.
The public comments prompted staff to say they would coordinate with Rise and other community partners to refine shelter requirements and explore supplemental mobile options for the south side. No formal action was taken during the workshop.
