Magistrate finds roof in disrepair at 1009 S. 12th St.; application for permit or grant must be filed by May 21

Special Magistrate Ron Brown found substantial competent evidence that the property at 1009 South 12th Street is in violation of Palatka City Code §30‑32A subsection 10 for roofing and other building‑component disrepair and ordered the owner to take steps toward repair by May 21, 2026.

Harold Bartelli of code compliance presented photographs (March 25, 2026) showing warped roofing, gaps near the ridge, and depressions on the porch roof. Bartelli said some surrounding wood and soffits had been repaired but that roofing shingles and overall roof replacement remained outstanding. He also said the owner had met with city staff and been given contact information for grant and assistance programs.

Magistrate Brown said that applying for a building permit for roof replacement—or providing evidence the owner has applied for available assistance programs (for example SHIP or similar local housing repair programs)—would be sufficient to show initial compliance by the May 21 deadline; if a permit is pulled, the permit process will set the schedule for work. The magistrate warned that, absent timely demonstration of progress, $25/day fines would begin May 22, 2026.

Bartelli told the magistrate he had worked with the owner since October and that city staff (identified in the record as "Ms. Nicole" who handles grants) provided program names and contacts to help the owner secure funding or a loan. The magistrate entered an order directing the owner to apply for the requisite permit or assistance and to coordinate with code compliance to document progress.
