Board ratifies administrative leaves, removes service-personnel item after public-notice error
Summary
After entering executive session for personnel matters, the board returned to open session and ratified administrative leave with pay for two employees (Angela Coddle and Brian Ross) and removed personnel agenda section 6.02 because it was uploaded to a nonpublic BoardDocs folder, preventing the required public notice.

The Cabell County Board of Education entered executive session for personnel matters April 21 and later returned to open session to ratify administrative-leave actions.
Superintendent Hardesty recommended the board ratify administrative leave with pay for Angela Coddle, beginning March 13, 2026, and for Brian Ross, beginning March 12, 2026, both to continue until a resolution is reached. The board moved and approved the superintendent's recommendations by voice vote; no board member recorded an opposition in the transcript.
Separately, the superintendent asked that item 6.02 (service personnel) be removed from the agenda because it had been uploaded into BoardDocs' administrative (nonpublic) content and the public therefore did not receive the required three days' notice. The board agreed to remove 6.02 and to repost those personnel items with proper public notice on a future agenda; affected individuals were notified that day.
The actions taken were procedural and protective of due process and public-notice requirements; the transcript records motions, seconds and voice votes approving the administrative-leave recommendations and removing the agenda item.
