Superintendent explains Title funding for private schools; board pulls personnel items after BoardDocs error

Superintendent Hardesty spent a portion of the April 21 meeting explaining the district's role in providing Title services to eligible private-school students under the Elementary and Secondary Education Act and asked the board to remove a personnel section from the agenda after a public-notice error.
Hardesty explained that under ESSA section 1117, local education agencies that receive Title funds must consult with private nonprofit schools and provide equitable services to eligible private-school students and staff. "For this fiscal year, the total title one allocation is proportionally broken out as 96.35% public school, 3.65% private school," he said, explaining that the district calculates the private share by comparing low-income private-school students to the total count used in the Title I formula. He also described proportional shares for Title II and Title IV as 92.98% public and 7.02% private for the current fiscal year, and listed allowable services (part-time tutors, intervention services, technology, supplies and parent-engagement stipends) the district provides under those allocations.
Separately, Hardesty asked the board to remove item 6.02 from the agenda after discovering BoardDocs had placed service-personnel items in an administrative (nonpublic) folder when the agenda was uploaded to the system, which meant the public did not have the required three days' notice. "The reason for that is when board docs when it was uploaded to board docs, it it was inadvertently placed in the administrative content," he said; the board voted to pull 6.02 and agreed the items will be reposted at a later date with proper notice.
The sequence included an explanation that individuals listed on 6.02 were notified that day and that the items will appear on a future agenda; no personnel actions were taken on 6.02 at the April 21 meeting.
