District updates board on Cabell Midland foundation work, HVAC upgrades and change orders

District operations staff briefed the board April 21 on multiple capital and facilities items, including HVAC control upgrades, equipment reuse plans, the Cabell Midland foundation and monitoring work, and two recent construction change orders.
Mr. Bogs told the board the HVAC control computer at Spring Hill Elementary is "running on Windows XP," and said the project to upgrade controls will require substantial wiring and effort. He also described plans to reuse equipment from Cox Landing to Salt Rock Elementary, saying the maintenance department can handle much of the work and that reuse will save the district significant funds compared with buying new equipment.
On Cabell Midland High School, staff described foundation stabilization and renovation work tied to a School Building Authority grant; bids were competitive and staff requested authority to execute a contract once SBA approval is confirmed. Mr. Bogs asked for geotechnical and testing services to monitor the foundation work as excavation and drilling proceed.
The district also presented two change orders: change order number five related to the Woody Williams Center included roof-drain repairs and other items and was described as $188,117 charged to the district; Mr. Bogs said the total for that change order package was $271,945 and that the architect agreed to cover a portion of the additional cost (transcript contained a partially garbled figure for the architect's share). Change order number six was described as totaling $147,000; Mr. Bogs said the district's share and another party's share were specified in the project documentation and that the district's net exposure would be covered from previously set-aside funds for the Woody Williams project.
Board members asked for clarification about why the fire marshal sometimes requires changes after plan review; staff explained that final inspections and on-site measurements can reveal issues that were not caught during plan review. Staff said they expected two more small change orders related to an insurance water claim and paint-booth work as final punch-list items are completed.
No formal votes altering these projects were recorded in the segment other than approval authority previously granted to proceed pending SBA or insurance resolutions.
