The Brainerd City Personnel Finance Committee voted Jan. 20 to advertise the city’s available SAHA funds so developers can plan summer construction projects.
Staff told the committee that advertising early in 2026 would help developers plan and that the city’s available pool included a remaining balance of $34,484 plus $40,121 awarded for 2025. “In order for developers to plan for summer construction projects, staff recommend advertising the city’s available SAHA funds at the beginning of 2026,” a staff presenter said. Staff proposed a Feb. 20 submission deadline for proposals.
The committee discussed whether to bypass an open solicitation and award the balance directly to Habitat, noting that past RFPs produced only a single responsible developer. One council member said that because previous solicitations yielded the same responsible developer, a direct award would be quicker; another member said advertising costs little and could reveal other proposals.
After discussion a committee member moved to advertise for proposals with a Feb. 20 submittal deadline; the motion was seconded and the committee voted in favor. The committee did not record individual roll-call votes in the transcript; the chair stated, “All in favor say I. I. That carries.”
Next steps: staff will publish the request for proposals and accept submissions through Feb. 20. The committee also clarified in discussion that staff still require a submitted proposal from any developer considered for award so the city can confirm which properties would be served.
