Lincoln County commissioners held a public hearing on a Class D off‑sale liquor license application for Fast Stop 1151 (Hershey) but declined to forward a recommendation to the Nebraska Liquor Control Commission because the local premises manager listed on the application was not present in the chambers.
Chair Kent Williams opened the hearing and took the application into the record. When no one from the location appeared, staff contacted the point of contact listed on the application and the board connected by phone with Azie Sid, the applicant’s corporate contact. Mr. Sid said he was driving and on the phone from Utah and said the store would have a manager to appear, but the board emphasized its customary practice of hearing from the local premises manager in person so the sheriff and commissioners could ask about on‑site management, employee training and safeguards against underage sales.
Commissioner Bruns noted past questions the board has raised about this corporate applicant’s local management and training. The applicant said corporate managers oversee operations across multiple stores and that managers receive in‑house training, but the board determined that the manager named on the application (Victoria) needed to appear in person before the board would finalize a recommendation.
County staff and the county attorney will check statutory publication and hearing timelines with the Nebraska Liquor Control Commission to determine whether the hearing can be continued without republication. The board formally tabled its recommendation and instructed the applicant to coordinate with the county clerk’s office to reschedule or republish the hearing as needed.
No local public comments were made for or against the application during the public hearing.
The motion to table preserves the county’s oversight role and gives the applicant an opportunity to present the local manager in person so the sheriff’s office can vets training and on‑site procedures before the county forwards a recommendation to the state agency.
