Lincoln County accepts Western Engineering low bid for $3.61 million paving project

Lincoln County commissioners voted to award the county’s largest single road contract this year to Western Engineering after staff judged that firm’s bid the lowest responsive offer.
The contract, for Lincoln County Department of Roads project LCD 2026-01, covers milling and resurfacing work (322,000 square yards of milling and 41,000 tons of asphalt) on multiple county road segments including portions of Hershey–Dickens and North Hershey from the village limits north to North River. County staff reported the low bid from Western Engineering totaled $3,613,140, compared with the county estimate of about $3,850,000.
Jason Schultz, Lincoln County Highway Superintendent, and county engineer Tom Worblau reviewed sealed bids at the public meeting and recommended Western Engineering as the low, responsive bidder. Commissioner Hugley read unit prices and confirmed addenda acknowledgments during opening; after staff evaluation commissioners moved, seconded and voted to accept the Western Engineering bid.
Worblau told the board he would serve as the county’s on-site engineering representative to monitor mix temperatures and workmanship during construction. Commissioners discussed the decision as an efficiency measure intended to consolidate work for better pricing while noting the need to safeguard product quality during a contract that extends into November.
The board recorded the contract start and completion dates provided by the contractor and authorized county staff to complete contracting steps required for the award. Work is expected to begin in mid to late summer 2026 and conclude by November 2026, per the accepted schedule.
The board thanked all bidders for competitive proposals; several established regional contractors submitted bids and bond documents were confirmed at the bid opening. The county will notify the successful and unsuccessful bidders and proceed with the formal contract documents.
The commissioners called roll and the motion to accept Western Engineering’s bid carried. The county engineer and highway staff will bring construction oversight updates to the board as the project proceeds.
