Mr. Dean, a city staff presenter, said crews encountered potentially contaminated materials while working on the Right & 10th Street project but that testing showed contamination levels were below the threshold that would require off‑site disposal. "We were able to reuse it on site," he said, and the change order request covered additional time and equipment the contractor used to protect, test and handle the material. Staff said the extra work amounted to about 4.5 crew hours and roughly $5,300 in charges.
The recommendation at committee was procedural: staff asked the committee to refer the change order to the City Council for final action rather than approve it at the committee level. Committee members noted a recent, unrelated change order earlier in the year that produced a split committee vote and required a mayoral tie‑breaker at council; that history influenced the choice to move this item to the council for a broader vote.
No formal committee vote to approve the change order was taken; committee members asked questions about the detection date (staff estimated September) and confirmed the work was found consistent with specification 1402 for extra work. The next step is for council staff to place the change order on an upcoming council agenda for consideration.
