Committee approves as‑needed surveying agreements to keep two reconstruction projects on schedule

Public Works Director Havagor told the committee the city has 11 projects this summer and two large in-house reconstruction projects (Beach & Oak Ridge and 10th Street) that may require outside construction surveying to avoid schedule delays.
"Typically staff will be able to perform these tasks with our own resources," Havagor said, but added that because two projects are running concurrently staff needs the flexibility to contract surveying services so work does not slow.
Havagor described two documents: a generic master services agreement that engineering firms commonly use with government agencies, and a supplemental letter agreement specific to staking work for the two projects. Committee members asked whether the documents included a sunset or project‑specific end date; Havagor said each agreement would end at the close of the relevant construction project when final acceptance is issued.
One member cautioned against continually returning to the same firm simply because a relationship exists; Havagor acknowledged the concern and said staff will manage future selections as appropriate. A motion to approve the two agreements passed on a voice vote; no roll-call tally was recorded. Staff said the agreements will be used only as needed and that in many cases staff will perform staking in-house.
