The City of Brainerd Personnel and Finance Committee on Nov. 3 approved a memorandum of agreement (MOA) clarifying how the employee policy manual applies to supervisors covered by the public utilities department collective bargaining agreement.The MOA, drafted by the city attorney and approved by the union, specifies that where the employee policy manual references "non‑union supervisors," those provisions will also apply to supervisors covered by the CBA for the public utilities department, resolving an inconsistency between the employee policy manual and the newly signed union contract.Staff said the union requested a formal MOA after noticing items such as work schedules, insurance, and health‑savings‑plan contributions were not explicitly addressed for union supervisors under the manual.
