Royal presented a 2025 cost total of $233,171, explaining the percentages among the three cities (Baxter about 33 percent, Niswah about 7.6 percent and Brainerd covering the remainder). He said Brainerd’s estimated share would be approximately $132,243 and that staff would enter negotiations to renew the JPA and contract with Severson Porter. The committee authorized staff to proceed with negotiations.
