The administrator told the council the quarterly goals update was intended as a recap of strategic progress and noted next steps on a 180-acre project and an upcoming community engagement schedule. The administrator said the city implemented new financial software in the first quarter but that the finance team is still working through implementation issues; the staff thanked Clarissa for help with the transition. "I just want to thank you guys," the administrator said, noting the new one-pagers prepared for policies such as the budget and franchise fees.
The administrator also reported operational changes in public works: staff launched resident-driven work orders in the Beehive system in quarter one and added dashboard reporting that breaks requests down by streets, parks, water and stormwater. Councilmembers were told the Beehive dashboards show counts of open and completed work orders.
On stormwater funding, the administrator said the discussion is ongoing and tentatively scheduled to return to the council on May 5 "as long as that engineer...can be ready for that." No policy decision was made at the April 21 meeting; the council set a date to continue the conversation.
Procedurally, the council approved the meeting agenda, minutes for prior meetings and the consent agenda, which included payments and disbursements, a Night Out special event permit, and first-quarter financials and dashboards. Each item was approved via voice vote; no roll-call tallies were recorded in the transcript.
Next steps: the council expects the stormwater fee discussion to return May 5 if staff and the consultant are prepared; staff will continue to refine the finance software implementation and monitor Beehive work-order performance.
