Brainerd City Council held a public hearing Wednesday and adopted the resolution ordering Improvement 25-05 to begin the Southeast Brainer Reconstruction Project.
City Engineer Jesse Dean opened the hearing and explained the notice and feasibility report process. Residents asked about detours and access for people with disabilities, estimated preliminary assessments and payment options. Dean and Finance staff explained preliminary assessment amounts are not final; residents will have 30 days after final assessment to prepay with no interest, otherwise assessments will appear on pay-year 2027 taxes.
Resident Brandon (1711 Norwood) and Kathy Dul (1717 Norwood) described concerns about detour impacts on disabled residents and timing and requested guarantees about access during construction. Staff referred residents to the city engineer’s contact card for detailed detour planning and said more detailed plans would be developed over the winter. After closing the hearing, council adopted the corrected, handed-out resolution ordering the improvement.
Next steps: staff will finalize design, provide detour and access details through the city engineer, and issue final assessments and prepayment windows once project plans are complete.
