EDA adopts recommendation for 10-year childcare incentive policy to waive permit valuation up to $450,000

Brainerd City's Economic Development Authority on Sept. 4 adopted a motion recommending that city council approve a 10-year childcare incentive policy aimed at encouraging new or expanded childcare capacity.
James, the city staff lead, summarized a draft policy discussed previously in a workshop and at the June meeting. The proposed incentives include waiving up to $450,000 in construction valuation for the purpose of permit fees, waiving zoning application fees and waiving engineering permit fees for qualifying commercial childcare centers and registered home daycares.
"Staff is looking for EDA to make a recommendation to city council to approve the proposed childcare incentive policy for a period of 10 years," James said. Following a motion and second, the EDA voted by voice to adopt the recommendation and forward the policy to city council for consideration.
The board did not specify a funding source in the meeting; staff said the policy and any implementation details would be further documented for city-council review.
