Council approves final payment for patching, directs sewer-lining plan and advances Southeast reconstruction scope

The Safety & Public Works committee reported and council approved a $49,940 final payment for the 2025 patching project (declining an extra $4,000 request), directed staff to develop a prioritized 3'25-year sanitary sewer lining and financing plan, and approved scope for the Southeast Brainer reconstruction project including pavement, Maple Street removal considerations and sidewalk extensions.
Chair Tad Ericson presented three Safety & Public Works committee items to the Brainerd City Council on Aug. 18 and the council approved the committee's recommendations.
First, the council approved the final payment of $49,940 to close out the 2025 large patching project. Ericson said Anderson Brothers had submitted an additional $4,000 claim for deeper-than-expected pavement repairs encountered in the field, but the committee and staff recommended not paying the extra amount because the contractor did not notify staff when the condition was found.
Second, the council directed staff to further develop a prioritized list of sanitary sewer lining projects using the committee's criteria (pipe age, constraints such as pipe under buildings, and deteriorating conditions) and to prepare a 3-to-5-year financial plan for implementation.
Third, the council approved staff's recommended scope for the 2026 Southeast Brainer reconstruction project: planned surfacing for Laurel Street between 17th and 18th streets, material removal/possible vacation of the gravel portion of Maple Street between 18th and 19th to reconnect wetlands, and sidewalk extensions on Norwood between 18th and 19th with additional north'south sidewalks and connections to 19th and Oak. Councilors clarified that "vacation" could be amended to retain right-of-way while removing the gravel segment, and staff noted the city already owns property on that segment and property owners retain access via 19th Street.
All three items were adopted by council vote. Staff will return with more detailed engineering, cost estimates and, where appropriate, language to preserve access or to amend the vacation proposal.
Next steps: staff to prepare detailed cost and implementation plans for sewer prioritization and Southeast reconstruction changes and to bring those back to committee or council for final approval.
