City Council adopts two zoning ordinances, annexes Dunmer’s property and approves resurfacing contract

Brainerd City Council on July 21 adopted two zoning ordinances, approved an annexation and awarded a street-resurfacing contract as part of a broader consent and committee agenda.
Community Development Director James Cranic said Planning Commission unanimously recommended approval of Ordinance 1588, which amends the city's allowed-use table to permit office uses in the General Industrial district and notes related language in the makers-and-employment section. Council dispensed with the formal reading and approved the ordinance on a voice/roll-call vote.
The council also adopted Ordinance 1589, which modifies fence standards to allow greater privacy fencing for corner lots; that item likewise came to council with a unanimous planning commission recommendation and passed without extended debate.
In a public hearing, council approved Ordinance 1590 annexing parcel 81160517, the property associated with Dunmer's Bar & Grill, as recommended by staff. The council also adopted a resolution approving a summary publication of the ordinance because of the parcel's lengthy legal description.
On infrastructure business, Public Works reported four bids were received July 17 for Improvement 2314 (Hawkins/Ronald/Joseph resurfacing, which includes hydrant and water-line work). Staff recommended and council approved awarding the contract to the low bidder, listed in staff notes as JJ Excavating (transcript reads the bid amount as '698,26.50').
Earlier in the meeting the council approved committee recommendations on multiple final pay requests and change orders for ongoing public-works projects, including the 2208 South Brainer reconstruction and a sewer replacement adjacent to 15th Street and Quint. Council members said these items were routine close-outs and approvals tied to completed or near-complete work.
The council adjourned following member reports and set a joint workshop with the Public Utilities Commission for July 28 at 6 p.m.
