During the public forum, Carl Ba, manager of the VFW softball team, urged the Brainerd City Park Board to enforce league rules so teams can play full games and to clarify who has authority to issue misconduct warnings.
"We should be able to finish our games on Tuesday nights because we're not even getting the full time allotted," Ba said, saying teams have left the league because repeated lopsided contests make play unenjoyable. He also questioned a misconduct warning he said he did not hear issued by an umpire and asked who can authoritatively issue warnings or ejections.
Staff said they have discussed rule changes with board members previously and that umpires hold authority to stop games and issue ejections for unsportsmanlike conduct. "We rely heavily on our umps; they are the individuals that issue an ejection," staff member Mike said, and he committed to gathering the records about Ba's reported misconduct warning and meeting with him to explain the situation.
Why it matters: consistent rule enforcement and transparent processes for warnings and ejections affect league fairness and team retention. Organizers and staff said they have considered options including splitting playoff brackets or other competitive balancing measures to address uneven competition.
Next steps: staff will locate the misconduct record Ba referenced, meet with him, and return to the board with clarification and possible implementation options for competitive balancing and conduct enforcement.
