Brainerd commission discusses Climate Vision radar plan, favors lease/easement language

Staff updated the commission on Climate Vision’s proposed site plan and use of tower space at the state hospital property and asked whether the commission wanted lease or rental language included in the agreement.
Climate Vision would pay for installation and any tower modifications and would accept responsibility for inspections and any corrections required by annual inspections, staff said. The commission discussed whether the city should seek a nominal lease payment to preserve levers such as easement language and maintenance guarantees; one commissioner suggested a $1 lease as precedent for nominal leases that still document responsibilities.
Staff and commissioners emphasized the public-safety benefit of adding low-level radar coverage. Staff said the radar would help fill a 50–60-mile low-altitude coverage gap and provide meteorologists with earlier detection to speed severe-weather warnings in the Brainer Lakes area.
The commission directed staff to include lease and easement language in the draft agreement and to continue negotiations with Climate Vision; no formal lease was approved at the meeting.
