Brainerd committee approves $12,105 contract to locate sanitary sewer laterals for southeast reconstruction

At the July 7 Safety and Public Works meeting in Brainerd City Council Chambers, staff presented and the committee approved a contract to locate sanitary sewer laterals in the southeast reconstruction area using camera-based locating services.
Public Works Director Mike Hobbycourse told the committee that many of the sanitary services in the southeast area are older and run vertically, leaving uncertainty about their directions and connections. The locating service would use a camera to identify lateral paths and produce deliverables that improve construction drawings and reduce costly exploratory digging. Hobbycourse said the contract amount presented was approximately $12,000 and later referenced as $12,105.
City Engineer Jesse Eden clarified the work area would include 17th, 18th and 19th Streets Southeast, as well as Maple and Norwood and potentially the one-way portion of Laurel Street. Council members asked whether the contract money would come from contingency or be rolled into engineering costs; staff responded the council could choose to roll it into engineering costs and that several firms had submitted qualifications. Staff said they had not previously worked with this particular firm but found them to appear reputable from submitted materials.
A councilmember noted the work should be an easily measurable deliverable (camera images) and moved to approve. The motion was seconded and carried by voice vote.
