Brainerd City Safety and Public Works meeting approves bridge, tower and roadway payments; authorizes M Street outfall bid

At the July 7 Safety and Public Works meeting in Brainerd City Council Chambers, the committee approved several consent items including final payments for infrastructure projects and authorization to advertise bids for a stormwater outfall repair.
Public Works Director Mike Hobbycourse presented the final payment request for the Laurel Street Bridge repair, reporting the project was completed in 2024 and staff delayed final acceptance until spring 2025 for turf reestablishment. Hobbycourse said there were savings on the project and recommended a final payment of $744.85. A councilmember clarified that the payment reflects the project being under budget; the motion to approve carried by voice vote.
Hobbycourse next presented the semifinal/final payment for Phase 2 of the historic water tower rehabilitation. Staff had been holding roughly $12,000 in retainage; the payment request and release of that retained amount were presented as totaling $55,925.20. Council discussed remaining stucco work on the tower and whether a full structural study might be advisable to identify any additional repairs the tower may require. The committee approved the payment and release of retainage by voice vote.
Staff also brought Change Order No. 1 for the 10th Street reconstruction (project 17-12), a $3,223.31 addition to address traffic-control and pedestrian-safety measures on Business Route 371. Hobbycourse explained the change order would add barricades and signage; a councilmember asked how the measures would deter pedestrians from walking around closures, and staff said they had done due diligence. The council approved the change order by voice vote.
Finally, staff presented plans for the M Street outfall repair, which would extend the storm pipe toward the riverbank to prevent further scouring and protect an adjacent sanitary sewer main. Staff reported they had met the adjacent property owner, identified as Mr. Higgins, who approved the design. Engineering costs were estimated at about $170,000 pending bids. Council voted to approve the plans and authorize staff to advertise bids.
All approvals in this package were taken by voice vote; the transcript records motions and seconds but does not include a roll-call tally. The committee proceeded to a separate agenda item on sewer locating services for the southeast reconstruction project.
