Council committees back $74,838 engineering proposal for East River Road sewer interceptor lining

The Safety & Public Works committee recommended on June 16 that the council approve a proposal from SE for engineering services related to lining the East River Road sanitary interceptor, with an initial fee estimated not to exceed $74,880.
Public Works Director Mike Havagor told the committee the city has identified a lining project for a segment from Rotary Park toward College Drive in 2027 and that the SE proposal covers investigation, final design, plans, specifications and bidding services for the segment from College Drive to the main lift station. Staff recommended applying for MPCA grant funding to extend the project from Rotary Park up to Laurel Street if the agency awards funding for the additional segment.
Paul, the consultant from SE, clarified the proposal scope: the current fee covers final design and bidding for the College Drive–lift station segment; if an MPCA grant funds the extended work, SE would seek a contract amendment for the additional design scope. Paul said prior camera and preliminary reports formed a 30% design basis that SE would use to complete final plans.
Committee members asked whether the more recent SE estimate was accounted for in earlier inflation-adjusted project cost estimates; staff said earlier estimates were preliminary and that the current proposal is a firmer engineering cost intended to inform bidding and grant applications.
The committee moved to recommend approval of the SE proposal in the amount quoted; that recommendation was reported to council for final action and is contingent on formal council approval and execution of a contract and any later amendment tied to grant awards.
