One suggested approach would set time‑based performance metrics for phase two and require a fair market value payment or reversion if those metrics are not met.
The board made a motion expressing support for the zoning change and later approved a motion authorizing staff to negotiate the development agreement and related purchase terms. Both motions carried by voice vote; the planning commission will consider the use change and has already been noticed for public hearing.
