The Brainerd EDA voted June 5 to express support for a proposed change to the city’s allowed‑use table and authorized staff to begin negotiating a purchase and development agreement after receiving a letter of intent from River Birch Investments.
The prospective buyer proposes combining lots 1 and 2 for an approximately 8,000‑square‑foot, two‑story medical facility and has identified lot 3 for future expansion. James told the board the company currently employs about 25 people who would move to the new facility and that the project could add roughly 10 more employees at full buildout.
EDA members discussed structuring a development agreement with performance standards and phasing so that the purchaser can secure construction financing while the city preserves recourse if future phases do not proceed. One suggested approach would set time‑based performance metrics for phase two and require a fair market value payment or reversion if those metrics are not met.
The board made a motion expressing support for the zoning change and later approved a motion authorizing staff to negotiate the development agreement and related purchase terms. Both motions carried by voice vote; the planning commission will consider the use change and has already been noticed for public hearing.
