Chair Gabe Johnson said the MOA would apply "when performing downtown snow removal duties," bringing the parks crew's overtime language into parity with the street crew. Council members pressed staff for clarity on how hours that fall outside an employee's normal 7:30 a.m. to 3:30 p.m. shift would be allocated to downtown assessments, and whether the formula disproportionately bills downtown property owners for time that would otherwise be city expenses.
Public works staff explained councils and staff attributed roughly half the overtime costs to the city and then split remaining costs by frontage; on intense snow events staff said they modeled four hours of overtime plus additional straight time in the analysis. Councilmember Chzac asked for a clear written formula and a comparison against contractor costs; the council added a request for more detailed allocation information to be provided at the next meeting as a friendly amendment when the MOA was approved.
The motion to approve the MOA carried by voice vote. Council members said they supported the compensation parity for city employees but sought clearer documentation on the assessment formula for downtown businesses.
