EDA approves $30,000 in preliminary funds for Washington Street mitigation plan

The Brainerd Economic Development Authority voted June 5 to preliminarily set aside $30,000 for a Washington Street mitigation plan, approving $20,000 in 2026 and $10,000 in 2027.
Staff member James told the board the 2025 EDA budget projects a fund balance of roughly $103,000 at year-end and that chamber and consultant materials estimate a $90,000 budget for 2026 and $65,000 for 2027. Staff recommended the $20,000/$10,000 preliminary contribution while the chamber and other partners develop a final proposal.
Board members asked whether the EDA’s contribution would be contingent on the project reaching full funding from other partners. Board member Tyler said the EDA should make its commitment contingent on completion of the other steps in the process: “I would just say that it’s contingent on full completion of getting all of the completing all of the steps in this process,” he said.
After discussion, a member moved to approve the staff recommendation; the motion carried.
The contribution is preliminary and intended to allow the chamber and a third‑party business liaison to continue planning and produce a final cost estimate for the EDA’s formal review. Staff said the proposal will return for final approval once the mitigation plan and partner commitments are better defined.
