Sen. Lott introduced SF 46‑31 on behalf of the city of Hopkins seeking an extension of tax‑increment financing (TIF) time limits tied to redevelopment of a former cold‑storage site adjacent to the Green Line light‑rail station. The sponsor said market and construction‑cost disruptions delayed later phases and that extending both the five‑year and additional statute‑defined periods would allow the city to realize the full development and public‑benefit features.
Kirsten (director of planning and development for Hopkins) described the 13‑acre site, the completed affordable housing phase (116 units occupied) and remaining phases that will deliver additional housing types and regional stormwater features that will treat runoff from surrounding jurisdictions. A city manager (identified in testimony as Scott) said estimates used during initial planning were based on 2019 data and that inflation and changing market conditions made modest increases necessary to deliver projects such as an ice arena, aquatic center components and a public safety facility.
Committee members asked how confident the city was about completing the project within an extended timeframe; the witness said proposals are in place and the city is optimistic while acknowledging uncertainty. The committee laid the bill over for further consideration.
